The owner of the collapsed five storied "Excellence "building in Charliman Road ,Wellawatte has not received an approval from the National Building Research Organization (NBRO) to construct the building it has been revealed.There are reports that the owner of the building only received approval to build three storied building not a five storied one.The officials of the NBRO had also visited to inspect the collapsed building yesterday.
